Provides and manages low income rental housing. Also provides assistance to rehabilitate dwelling for low income homeowners and administers the HIP Homeless Intervention Program for the counties of Augusta, Bath, Highland and the cities of Waynesboro and Staunton. The purpose of the Homeless Intervention Program (HIP) is to provide time-limited financial and housing counseling assistance to low income individuals and families experiencing a financial crisis and are at risk of homelessness or who are currently homeless. HIP assistance is intended to facilitate their ability to maintain or obtain permanent housing. Also assists client with mortgage foreclosure information.

Serves low income residents of the City of Charlottesville by providing affordable housing for low income families including seniors and individuals with disabilities. The CRHA manages 376 units of public housing at 11 sites in Charlottesville. The Charlottesville Redevelopment & Housing Authority also administers 300 "Section 8" rental units through leased contracts with private owners and provides First Time Home Buyer Assistance and Down Payment & Closing Costs Assistance.
