Provides a FREE, full-day, high-quality instructional program for preschool aged students identified as at risk for early academic challenges. There are 21 Title I classes for three-year-olds and 90 classes for 4-year-olds located throughout the school division and the city of Norfolk.

Part day: four days a week, Tuesday through Friday, 8:30 a.m. to 12:30 p.m., August to May.

The classroom environment is arranged to engage children and promote learning throughout the day.
Family/Health Advocates are available on site to help families establish educational and family goals and to connect with community resources.
Parents are encouraged to be active members of the Parent Center Committee. They can take part in parent activities and training opportunities.
Parents are encouraged to attend Celebrations of Learning. These include a showcase of children’s learning opportunities throughout the year.

The office staff provides professional learning opportunities to build the capacity of early childhood teachers, instructional assistants, and administrators to meet the developmental needs of children across all domains and provides community outreach and support for young learners and their families. The Office of Early Childhood Programs also serves as the liaison for Early Head Start and Head Start programs.
