Manages all aspects of NPS' participation in the federal Title I program. Additionally, the Office of Early Learning and title I also oversees several preschool programs for Norfolk Public Schools, including programs for three and four-year-old scholars. PREKINDERGARTEN PROGRAM: Provides a FREE, full-day, high-quality instructional program for preschool aged students identified as at risk for early academic challenges. There are 21 Title I classes for three-year-olds and 90 classes for 4-year-olds located throughout the school division and the city of Norfolk. TITLE 1 The purpose of this program is to provide local education agencies supplemental federal funds to assist schools with high percentages of economically disadvantaged students. This assistance is aimed at helping students reach proficiency on state academic achievement standards.

Head Start is a federally funded Pre-Kindergarten program which provides low-income children ages three to five years with a variety of experiences to help them develop socially, cognitively, physically, and emotionally. Because Head Start regards the parent as the most important teacher in a child’s life, we involve parents as much as possible in every aspect of the program. New River Community Action Head Start’s mission is to build on the unique strengths of children and families through positive engagement, health education, and a quality Pre-Kindergarten experience. CLASSROOM-BASED PART-DAY AND FULL-DAY OPTIONS: Serves 3-5-year-old children Full day: five days a week from August to May. Part day: four days a week, Tuesday through Friday, 8:30 a.m. to 12:30 p.m., August to May. Utilizes the research-based Creative Curriculum. The classroom environment is arranged to engage children and promote learning throughout the day. Family/Health Advocates are available on site to help families establish educational and family goals and to connect with community resources. Parents are encouraged to be active members of the Parent Center Committee. They can take part in parent activities and training opportunities. Parents are encouraged to attend Celebrations of Learning. These include a showcase of children’s learning opportunities throughout the year.

The Office of Early Childhood Programs provides leadership and coordination of the Virginia Preschool Initiative (VPI) programs in school-based classrooms and in community-based child development programs. The office staff provides professional learning opportunities to build the capacity of early childhood teachers, instructional assistants, and administrators to meet the developmental needs of children across all domains and provides community outreach and support for young learners and their families. The Office of Early Childhood Programs also serves as the liaison for Early Head Start and Head Start programs.

The Children's Museum Family Engagement team supports caregivers through partnerships in the community as well as activities in our museums. The team focuses on core skills for school readiness using The Basics, advocates for children with disabilities and supports caregivers with information and strategies about learning through play. The act of play is essential to a child's development, contributing to their cognitive, physical, social, and emotional well-being. With plenty of print and digital resources, along with museum-based learning experiences, The Children's Museum Family Engagement programs seek to provide learning for the whole family, engaging all caregivers in the power of play.

Hanover Preschool Initiative's comprehensive early childhood education program has been specifically designed to prepare children for success in school by enhancing preschool children's intellectual, social, emotional, and physical development. Young children learn through purposeful and engaging interaction with materials and their environment. Hanover Preschool Initiative children use a variety of materials, equipment, and technology throughout each day to expand their knowledge and skills in both indoor and outdoor classrooms. Research-based best practices develop healthy problem-solving, social-emotional, and school readiness skills.
