Provides and coordinates volunteer literacy services for educationally disadvantaged adults in the Central Shenandoah Valley. Provides tutors for ABE, ESL, and GED adult students and those who wish to improve basic reading and writing skills or prepare for U.S. Citizenship. Tutors are free.

Middle Peninsula Regional Adult Continuing Education provides instruction to adults to improve basic academic skills (reading, writing, and math), GED Preparation (for high school equivalency) and ESOL (English for Speakers of Other Languages). Middle Peninsula Regional Adult & Career Education (R.A.C.E.) is a Consortium made up of the public school systems in the counties of Essex, Gloucester, King & Queen, King William, Mathews, and Middlesex, and the Town of West Point. It is one of the 22 Federal and State funded adult basic education programs serving the Commonwealth of Virginia.

Through innovative teaching, guidance and personal counseling to instill motivation in at-risk youth and adults to complete their high school program or GED, to increase their self-esteem,acquire work readiness skills and to prepare them to meet life's challenges and opportunities successfully. Computer classes are available. Services include: educational assessment, adult high school credit classes, GED preparation, GED testing, English as a second language, brush up in reading, language and math, Spanish, computer classes. Programs are offered at the adult education center, at community centers, at work sites and in the city jail and adult detention facility.

The only Virginia Board-approved High School Equivalency examination in Virginia is the GED test, developed jointly by the American Council on Education and Pearson Vue, to enable persons who have not graduated from high school to demonstrate the attainment of abilities normally associated with completion of a high school program of study. The 2014 GED® test series measures not only high school equivalency, but also career and college readiness. The Powhatan County Public School System has an adult education program that is available to any adult who is 18 and over and who is a resident of Powhatan County. There is also a Senior School designed to meet the needs and interests of the senior adults residing in Powhatan County.
