Provides sheltered employment for individuals with intellectual disabilities. Works closely with the Department of Rehabilitation Services. Employment opportunities include off-site contracts in janitorial services and lawn maintenance, and on-site contracts with recycling, sorting hardware, collating documents, and packaging meals for shipping.

Each person’s plan is built around their unique strengths, needs, interests, and goals. The program offers a variety of services, such as training to adjust to vision loss, career counseling, education or job training after high school, tools and equipment for work, and help finding and keeping a job. It can also include changes to make school or job sites more accessible. The main goal is to support individuals in becoming active and successful members of the workforce.

An Employment Service Organization to provide transitional, supported employment and vocational services to individuals with disabilities who could not otherwise find and maintain competitive employment on their own.

Specializes in group and individual vocational evaluation, training and support to work at businesses in the local community. ECHO specializes in providing community-based group supported employment (GSE) which maximizes each participant's opportunities in accordance with their interests. Individuals work in small groups with on-site support at businesses in the local community. ECHO also offers Individualized Supported Employment (ISE), to assist participants to secure employment through coaching, individualized support and training.

Medicaid Waiver programming at Goodwill focuses on providing supports to individuals so they may achieve their personal goals and objectives. The programs operate in accordance with the Virginia Department of Behavioral Health and Developmental Services licensing regulations. Individuals receive services both in the Goodwill center and community based settings depending on their preference and interests. Discovery Services are Day Support programs at Goodwill. Through the programs, individuals will receive the support they need to acquire, retain, and improve their skills in areas that they have identified. A wide variety of opportunities, in both community and center based settings, for peer interactions, enhancement of social networks, and to build natural supports will lead to greater independence. Individuals enrolled in Discovery Services may participate in Group Day Support, Community Engagement, or Community Coaching services. Programing is offered at the Roanoke Jobs Campus, Radford Jobs Campus, and Rocky Mount Jobs Campus. Individuals living in Goodwill's 31 counties and 13 cities service area are eligible for services, however are responsible for their own transportation.

The Denbigh House is vocational rehabilitation program for individuals with brain injury who live in and around the Tidewater Peninsula. The program provides an array of community based and vocational services designed to help survivors of brain injury achieve greater levels of independence and productivity. The Denbigh House is part of Virginia's safety net service system for survivors of brain injury.
