Albemarle County's Community Development Department is responsible for planning, reviewing, and implementing land uses on behalf of the community reflecting the County's interests in historic, natural and cultural resources, the creation and protection of a healthy and safe built environment, the provision of diverse housing, and the effective stewardship of all of the County's assets.

ADvancing States administers the National I&R Support Center that provides training, technical assistance, and information resources to build capacity and promote continuing development of aging and disability information and referral programs nationwide.

Provides continuing, cooperative and comprehensive transportation planning for Hampton Roads.
Provides fund-raising, distribution, and community development for human services. Please note the United Way South Hampton Roads does not provide direct services to individuals.
Provides transportation, natural resource, and emergency management planning services to local and state agencies. Also offers housing programs and specializes in construction of low and moderate income housing. The A-NPDC is a certified HUD Housing Counseling Agency offering a variety of housing counseling services.
United Way of Harrisonburg and Rockingham County (UWHR) serves working households living in the City of Harrisonburg and Rockingham County who are Asset Limited, Income Constrained, Employed (ALICE). Our mission is improving lives by connecting and mobilizing community resources.
Provides a forum for regional operations in the Planning District 10 locality. As a State Data Center, offers information and statistics on demography and economic trends. Regional planning activities include the Long Range Transportation Plan, the Rural Long Range Plan, the Solid Waste Management Plan, the Hazard Mitigation Plan, and the Consolidated Plan for housing. The Norfolk Arts Commission provides support and encouragement to arts, culture, and humanities in the City. It develops policies and procedures necessary to carry out arts and culture programs. The Commission is responsible for establishing evaluation criteria for funding grant applications, artist selection, and carrying out review processes. The Commission reviews all grant submissions and evaluates for completeness, value, and equity.

The Department of Community Development is committed to offering professional and courteous customer service while striving for and promoting sound planning, engineering, and building practices, and, together with the community, works to provide a more desirable, livable, safe, and enduring built environment. The Planning and Zoning Division promotes development through the Comprehensive Plan and the application of zoning and subdivision regulations. The Engineering division provides professional services in engineering, surveying, and site plan review. The Building Division provides building permits and inspections. Residents and visitors may pursue services by phone or the City’s website prior to visiting a facility. The Department of Community Development encourages the use of electronic services.

Identifies gaps in services to older adults and their family caregivers and designs programs in coordination with citizens, public/private agencies, the Commission on Aging and the Fairfax County Board of Supervisors. Provides technical assistance, tracks long-term care legislation, and participates in the Northern Virginia Aging Network.
Improve access for the general public and businesses to transportation choices (public transportation, carpools, vanpools, human service transportation, freight rail and telecommuting). Provide access and improvements to Virginia's railways to encourage economic development and reduce traffic on Virginia's highways.
Provides a system-wide coordination among youth-serving agencies, in order to effectively and efficiently meet the needs of the community. Inventories all services, programs, activities, and opportunities available to youth. Develops and maintains an integrated, linked, public database of youth services and opportunities in order to provide information and referrals to the community. Is a collaborative effort of the City of Virginia Beach, Virginia Beach City Public Schools, and the community.
Rideshare is a program of the Thomas Jefferson Planning District Commission, working to reduce traffic congestion and increase mobility throughout the City of Charlottesville and the Counties of Albemarle, Fluvanna, Greene, Louisa, and Nelson. RideShare offers free car pool and School Pool matching, a van pool start-up service, and operates a Guaranteed Ride Home program, which provides free rides home in an emergency to users of alternative transportation. RideShare also works with employers to develop and implement traffic reduction programs, and markets the region's Park and Ride lots. RideShare is a member of the Commuter Information Team (CIT), a partnership that includes JAUNT, Charlottesville Transit Service (CTS), University Transit Service (UTS), and Greene County Transit. Our work with the CIT includes acting as a transportation information and referral center for the region, as well as contributing to joint marketing and awareness efforts.
