Services provided are adoption of the City budget, approval of all tax levies, adoption of ordinances, approval of amendments, supplements or repeals to ordinances and the City codes, and appoints the City Manager, City Clerk, City Attorney and various local boards, commissions and committees.

Provides for the administration of Madison County government, including community planning, refuse disposal and disaster relief planning and service programs at the county level.

Daily administration of the County is conducted under the leadership of the County Administrator who is employed by the Board of Supervisors. The Commissioner of the Revenue is the administrator of several real estate and personal property tax relief programs for elderly and disabled citizens. The Veteran Services Division of Virginia Beach Commissioner of the Revenue administers personal property and real estate tax relief programs for veterans and the surviving spouse of a veteran or person who died in the line of duty.

The functions of the Harrisonburg City Manager include: Carrying out Council’s policies and directives; preparing the budget; recruiting, hiring, and supervising city staff and all department heads except the City Attorney and City Clerk; overseeing daily operations of all city departments; facilitating the flow of ideas and information between and among elected officials, employees and citizens; serving as chief adviser to council/prepares council meeting agendas; serving on numerous local and regional boards.

Administers the daily activity of the county in variety of areas and provide direction and oversight to County agencies in implementing polices and procedures adopted by the Board of Supervisors and the county administrator.

Provides street maintenance and construction, garbage and brush collection and disposal, water and sewer line maintenance and construction, and the maintenance of parks, playgrounds, and cemeteries. Water turn-ons and turn-offs and the water meter readings for billing purposes are also handled by Public Works personnel.

The Bedford County Commissioner of Revenue is primarily responsible for assessing all property that is taxable by law and to apply the tax rates that are approved by the Bedford County Board of Supervisors. The Commissioner of Revenue also administers the tax relief program for the elderly, disabled, and disabled veterans and the Land Use Assessment Program.
