Services provided are adoption of the City budget, approval of all tax levies, adoption of ordinances, approval of amendments, supplements or repeals to ordinances and the City codes, and appoints the City Manager, City Clerk, City Attorney and various local boards, commissions and committees.
Performs and provides support for programs and activities related to the physical development and the use of land within the City's limits. The activities include the development of the City's Comprehensive plan and the on-going implementation of that plan; reviewing and permitting land uses through rezoning, use permits, site plan review, subdivisions, and certificates of compliance.

The Town Manager is appointed by the Town Council to oversee the daily operations of the Town of Amherst, advise and administer the policies and procedures of the Town Council, and enforce Town ordinances adopted and actions passed by Town Council. The Town Manager is responsible for the management of all Town departments and all Town funds, working with the Finance Office to coordinate the budget development process that includes revenue and expenditure projections for the upcoming fiscal year, and reviewing policies and programs in an effort to provide improved services to the community.
