The Department of City Planning is responsible for developing and implementing short and long-range plans, studies, goals, and policies, as developed with the community and approved by the City Council, that reflect the needs and interests of residents and the city. The department’s mission is to analyze, prioritize and plan for the equitable, resilient, balanced, and sustainable use of the city's land and other resources to enhance the quality of life for current and future generations. Zoning Division provides a vital service to County residents through the interpretation and application of the County's Zoning Ordinance. The division is composed of three teams - Counter Services, Plan Review, and Zoning Enforcement.

The Planning Division is responsible for guiding and regulating Arlington's short and long-range development by working with the community to develop plans, analyze development and rezoning requests in the light of those plans, provide zoning and code enforcement activities, and review and issue permits for construction of residential and commercial development.
The Department of Community Development is committed to offering professional and courteous customer service while striving for and promoting sound planning, engineering, and building practices, and, together with the community, works to provide a more desirable, livable, safe, and enduring built environment. The Planning and Zoning Division promotes development through the Comprehensive Plan and the application of zoning and subdivision regulations. The Engineering division provides professional services in engineering, surveying, and site plan review. The Building Division enforces the Building Code and provides building permits and inspections. Residents and visitors may pursue services by phone or the City’s website prior to visiting a facility. The Department of Community Development serves the community both in person and through the use of electronic services.

Serves as staff to the Board of Supervisors, the Planning Commission, the Board of Zoning Appeals and the public, with respect to land use planning and development. Major responsibilities include planning, zoning, subdivision, building, permitting, and Code and Ordinance enforcement. The Department consists of three functional divisions - the Planning Office, Zoning, Permitting and Inspections Office, and the Environmental Office of the County Soil Scientist.
