The Shenandoah County Library System has reciprocity agreements with three other library systems and patrons of the Shenandoah County Library System are entitled to obtain library cards at Handley Regional Library, Samuels Public Library and Massanutten Regional Library.

The Mobile Library Services Department (MLS) plays a central role in delivering regularly scheduled service to residents who are the least able to visit the library. These audiences include children in preschools and childcare centers, youth - of all ages - who have limited ability to get to library buildings from where they live, homebound adults, and adults living in continuing care facilities.
The Library and Resource Center (LRC) is part of the Department for the Blind and Vision Impaired (DBVI) and provides two main services: library services for people who have difficulty reading regular print, and support services for students who are blind, vision impaired, or deafblind in Virginia schools. Library services are free and include access to thousands of books and magazines in audio, braille, large print, and descriptive movie formats. People can also borrow special playback equipment or download books using the BARD (Braille and Audio Reading Download) system. The Resource Center supports students from preschool through high school, including those who are homeschooled or attend private schools. It provides braille textbooks, workbooks, and adaptive equipment like braille note-takers and software to help students succeed in school. All materials are provided at no cost to eligible students through partnerships with school divisions and the Virginia Department of Education.

Provides and promotes within county fiscal guidelines library materials and services that meet the individual interests and needs of the residents of Fauquier County. Special emphasis is placed on providing current, high-demand, high-interests materials in a variety of formats for all ages and on providing collections and services that encourage children and young people to develop an interest in reading and learning. Emphasis is also placed on providing informational materials and services to support personal interests, community interests and formal educational needs.

Audio tape book service sponsored by the Library of Congress' National Library Services for the Blind and Physically Handicapped, called Talking Books, is offered to program qualified individuals who are blind and visually impaired. Descriptive videos (videos with audio reading component) are also available to individuals who qualify for the Talking Book Service.
