Provides outreach for homeless people who are disabled from substance abuse or aids and/or mental illness and homeless families with children. Supportive services program offers case management, triage, budgeting, referrals, medication, assistive technology, information and referral and other services. Also offers residential housing (rent assistance) for homeless persons with disabilities through the Shelter Plus Care (S+C). The Shelter Plus Care program offers permanent housing, for homeless people with mental illness and/or substance abuse diagnosis. Both Supportive Services and Shelter Plus Care are HUD grant programs.

Provides short-term, needs-based rental assistance through federally and state funded grants that serve the homeless and near-homeless families and individuals in Shenandoah, Page and Warren Counties.
The Regional Housing Crisis Hotline conducts the initial intake assessments and referrals for emergency shelter, transitional housing, rapid re-housing and permanent supportive housing Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Virginia Beach and Western Tidewater. The hotline also does eligibility screening, referrals and waitlist management for financial assistance in form of rent, mortgage, including first months rent security, or utility deposits to avert eviction or end homelessness for multiple agencies in the region. Each referral source has a limited amount of referrals each month.

Provides prevention and diversion counseling and can pay rental arrears or security deposit for persons who are not homeless but in danger of homelessness. Recipients agree to participate in housing counseling services to ensure financial stability budget counseling, self-sufficiency, and future housing planning.

If you are in need of shelter or housing services please call Centralized Intake at the Foothills Housing Network Homeless Assistance number 540-724-6630. This is an automated number so please leave your name, number where you can be reached and brief description of services you need. Someone will call you back in 24-48 hours. Make sure you are available for a call back. Centralized Intake will take your information and then forward it to the correct service provider. Prevention funds are provided to families and individuals who meet the requirements of the program and are facing homelessness in 14 days or less. The program is designed to divert clients from homelessness and if necessary provide financial assistance for back rent to keep them stably housed. Case management is provided on a monthly basis to help clients retain housing stability. This could include budget and housing counseling, developing a housing service plan or referrals to needed resources.

The VA Homeless Solutions Program provides funds and/or case management for diversion or payment of delinquent rent, security deposit assistance, rapid re-housing or shelter for low- and moderate-income households who are homeless or at imminent danger of becoming homeless. It also provides assistance for those who are chronically homeless through the PSH program. Housing counseling is a strong component to facilitate a long-term goal of financial independence. The program also links callers to programs that best suits their needs.

Centralized screening for Virginia Beach Department of Housing & Neighborhood Preservation programs such as Rental Security Deposit (RSD), Homeless Prevention and Rapid Re-Housing depending upon available funding, and SRO housing for individuals who are homeless.
Focuses on housing for homeless and at-risk households by providing temporary financial assistance and services to individuals and families who are homeless or would be homeless but for this assistance. Temporary financial assistance includes rental assistance, security deposits, and utility deposits, utility payments, moving cost, and motel or hotel vouchers. Temporary assistance and services for housing relocation and stabilization include case management, housing search and placement, legal services, mediation and credit repair. This service requires a referral from United Way.

The program provides short-term case management support to attain permanent housing for Veterans experiencing homelessness. Veterans experiencing homelessness may call the screening line at 202-658-9599 to be assessed for services. Veterans should leave a message and it will be returned promptly. For Veterans who are not eligible for services through the Veterans First program, will be provided with referrals to appropriate community resources that may be able to provide further assistance. Provides energy assistance through EnergyShare program.

This program prevents the displacement of individuals and families from their homes as a result of eviction or foreclosure. A short-term rental assistance program offered to individuals and/or families who are in financial crisis or who are facing homelessness. This program is part of the Balance of State Continuum of Care. We work with our local planning group (LPG) in collaboration with People, Inc. Provide services in Tazewell County, and People, Inc. provides centralized intake and assessment for each of the participating localities.
Assistance needed to obtain housing: financial assistance with deposits associated with rent and utilities, locating rental property, case management to ensure client's ability to maintain independent living Temporary Assistance Assistance needed for different households with vary in intensity and duration. This is not permanent support.

Homeless and Housing Programs provides free Renter Education Workshops twice a month. Workshops are for tenants, landlords, and those considering renting. NRCA staff educates participants concerning fair housing, the Virginia Residential Landlord and Tenant Act, energy savings tips and financial tips. Homeless and Housing Programs offer counseling services. Counseling can be face to face, over the phone, or through the internet. Counseling sessions include completing a written spending plan, determining household goals, making referrals, and follow up on goal progression. The SAMHSA Grant to Benefit Homeless Individuals (GBHI) provides Horizon with the resources to offer outreach and engagement, screening and same-day assessment, treatment, case management, peer recovery support, and location of permanent housing, among other specialty services to adolescents and their families who are experiencing homelessness.

This program offers temporary assistance to at-risk, low-income families in an effort to keep them from becoming homeless. This grant program is designed to house these at-risk families as quickly as possible by providing legal counseling and financial aid for rent, utilities, moving costs, childcare and bus transportation, employment assistance and benefits counseling.
